Our Leadership

Mayor Esteban L. Bovo, Jr. 

Chairman

Esteban L. Bovo, Jr. was elected to the Miami-Dade County Commission in 2011 representing District 13 on a platform to reform county hall. On the Commission he successfully championed the passage of term limits for County Commissioners, reformed the pension program and worked to secure the largest tax cut in Miami-Dade County history. 

In 2016, Commissioner Bovo was elected by his peers to Chair of the Board of County Commissioners for the 2017-2018 term. During his tenure as Chair, he was a consistent advocate for greater fiscal discipline and transparency in the county procurement process, especially at Miami International Airport. Also as Chair, he has restructured the commission committee system and established a Chairman’s Policy Council to address several key issues facing our community. The Policy Council has been tasked with developing recommendations to address issues such as mass transit expansion funding, courthouse and jail infrastructure funding, sea level rise, housing affordability, and sensible suggestions to resolve society’s gun violence crisis at the local level. 

Esteban started in public service as a Councilman right here in the City of Hialeah in 1998. After two successful re-elections, he was elected by his colleagues as Council President. He remained in that capacity throughout his term. On the City Council, he passed anti-sexual predator ordinances and improved quality of life issues on behalf of the residents of the City. 

As State Representative for District 110 from 2008-2011, he passed legislation on behalf of Safe Haven for Newborns. He was also able to secure support for the Brigade 2506 Library and Museum and fought for the reopening of the historic Hialeah Park. He was known for passage of the Ashley Nicole Valdes Act, which requires defendants who have been arrested for leaving the scene of a fatal accident to be held in custody until a judge’s ruling. Because of his effectiveness, his colleagues in the Legislature elected him as Chairman of the Hispanic Legislative Caucus and subsequently served as Chair of the House Committee of Business Regulation. 

On November 2nd, 2021, Esteban Bovo was elected Mayor of the City to serve a four-year term. As Mayor, he is committed to move Hialeah forward by providing greater accountability and transparency for the taxpayers, strengthening public safety and improving the quality of municipal services without raising taxes. 

Esteban L. Bovo, Jr. was born in Queens, New York to Marilyn and Esteban Bovo Carás. His father, a member of the heroic 2506 Brigade, instilled in Esteban a profound commitment for justice and human dignity. His mother taught him the importance of compassion and service to others. Esteban has been a proud resident of Miami-Dade County for over 47 years and holds a Bachelor’s degree in Political Science from Florida International University. Esteban is a Roman Catholic and is a parishioner of St. Benedict Catholic Church and Immaculate Conception Catholic Church. He and his wife Viviana have five children; Oscar, Bianca, Esteban, Sofia, and Alessandro.

Helen Aguirre Ferre

Executive Director

Helen Aguirre Ferre is the Executive Director of the Florida Republican Mayors Public Policy Association (FRMPPA). As a results-driven, bilingual communications leader, organizational manager and public affairs strategist, Helen took the initiative to help launch FRMPPA, which is committed to implementing the policies that align with conservative principles and fiscal responsibility. Prior to this, Helen was the Executive Director of theRepublican Party of Florida for two successful cycles: 2020 and 2022. She engaged with the efforts that led to a Republican super majority in the Florida legislature and supervised an impressive voter registration drive that has given Florida Republicans historic statewide voter registration advantage. Prior to this, Helen was Governor Ron DeSantis Communications Director. She was Director of Media Affairs and White House Hispanic Spokeswoman for the Donald J. Trump Administration. She was Director of Hispanic Media at the RNC in 2016 and has done extensive work in print, television and radio in both English and Spanish.
